Notes
From the 端山貢明アーカイブ (Hayama Kōmei Archive), item 54994 in the 講演・講義 category, registered 2023-03-25: https://d-commons.net/hayama/?c=&p=54994. Published by the 端山貢明アーカイブプロジェクト (Hayama Kōmei Archive Project), directed by 前川道博 (Michihiro Maekawa) of Nagano University, on the D-Commons platform, and licensed CC BY (表示). The source documents come from the 端山文庫, the papers kept in Hayama's laboratory at Tohoku University of Art and Design, digitised by the project with the agreement of his family; his autograph scores were given to the University History Archives of the Tokyo University of the Arts in 2026. Source: Two one-page typed outlines by Hayama for talks given in Yamagata, dated 940123 and 940728, each carrying his handwritten additions; the PDF also holds duplicate scans and three further leaves of his handwritten drafts. No venue or host organisation is printed on the sheets.. Dated: two versions dated 940123 (23 January 1994) and 940728 (28 July 1994). The archive publishes this item as 7 separate page scans rather than as a PDF; the download here was assembled from those scans in page order, each taken at the higher of the two resolutions the archive serves. An outline, twice revised, for a talk Hayama gave in Yamagata in his second year as professor there. The conceit of the title is a clock: "an era begins, matures and is fulfilled" (時代は始まり、成熟し、成就する), and the present — meaning the contemporary as against the modern — stands at 7.40 a.m., well into its maturing but not yet fulfilled. The social media that will carry the change in social structure, he says, are now showing their shape one by one; using slides and video he proposes to trace that change and ask what state Yamagata and the world should have reached by 2020. The January sheet moves through four headings. The character of the contemporary is non-determination (非決定), annotated in his hand as the agency of the access side and as mass-scaling together with individualisation; its media are media of non-determination, supporting a society underpinned by informatic technology. Yamagata is then taken as a site of regional sovereignty, examined from the standpoint of rights — what is actually respected, how far rights are realised — and as a centre of the world, under the slogan Sophia Arcadia Yamagata and the shift from a land-tie society to a knowledge-tie society (地縁社会→知縁社会), after which "there is no longer any need to mind about Tokyo". For 2020 he wants an information-culture city rich in mind and full of pleasure, where new traditions and new industries are generated at any time, and where non-determined settlement means the world's people gladly stay in Yamagata whenever they wish and Yamagata's people stay wherever in the world they wish. The July sheet is subtitled "a message and a goad to Yamagata, my third home town" and adds the making of a "semaba" (「せまば」), an information-environmental world, new traditions and new local industry, plus a technical cluster — KSMS, the right-hand medium, the Constellation concept, the spinal brain (脊髄脳) — and the line that Yamagata should not need to think about transmitting information at all. Contents as the document gives them: 「現代は午前7時40分」とは何の事か (What "the present is 7.40 a.m." means) · 地域主権の場としての山形 (Yamagata as a site of regional sovereignty) · 世界の中心としての山形 (Yamagata as a centre of the world) · 2020年の山形と世界 (Yamagata and the world in 2020) · 権利の視点から 地域主権と山形 (From the standpoint of rights: regional sovereignty and Yamagata) · 「せまば」を作る (Making a "semaba") · インフォーマティック・テクノロジーが支える社会 (A society supported by informatic technology) · 都市とは/Aux Champs-Elysees (On the city). Noted: Neither sheet names the venue, host or audience; the archive says only that the talk was given 「山形の某所」 (somewhere in Yamagata) on each date. The term 「せまば」 is written in kana without gloss and its intended sense is not explained on the sheets. Several marginal annotations are illegible, including the handwritten notes beside 「インフォーマティック・テクノロジー」 on the July sheet. Page 7 carries only a handwritten title line and is otherwise blank; pages 1 and 2 are identical scans.
