From the 端山貢明アーカイブ (Hayama Kōmei Archive), item 9892 in the 著書・論文 (books and papers) category, registered 2022-10-02: https://d-commons.net/hayama/?c=&p=9892. Published by the 端山貢明アーカイブプロジェクト (Hayama Kōmei Archive Project), directed by 前川道博 (Michihiro Maekawa) of Nagano University, on the D-Commons platform, and licensed CC BY (表示). The source documents come from the 端山文庫, the papers kept in Hayama's laboratory at Tohoku University of Art and Design, digitised by the project with the agreement of his family; his autograph scores were given to the University History Archives of the Tokyo University of the Arts in 2026. An unfinished typescript headed 「第二章」, chapter two of a book plan not in the file; its subtitle, the unimpeded realisation of humans' innate rights (人間の生得の権利の支障ない実現), is its thesis. Hayama defends the phrase "human resource": each body holds possibilities waiting to be brought into "a state related to humans". He dissolves the line between disabled and non-disabled — everyone is impaired somewhere, since the completion DNA promises is never reached — and most obstruction is acquired and so avoidable. Removing it is 人間開発, human development, set against Japanese schooling, which he calls 教練, drill. The hinge is his analysis of 紛争, conflict, which needs three conditions: problem-consciousness, too little information, and too little means of expression. Where the first exists without the others, behaviour emerges as conflict — he applies this identically to opposition over nuclear plant siting and to a pupil who falls behind, reading school violence and bullying as pre-conflict states. The developmental case rests on Head Start (1965, out of Johnson's war on poverty) and Sesame Street (from 1968, Joan Ganz Cooney's Children's Television Workshop), whose lesson, he says, is not slick programme-making but a medium that reaches every child. The second half surveys "intelligent technology": Turing's 1936 machine; Skinner's disc machine and Crowder's AutoTutor; Bitzer's PLATO at Illinois from 1959 as the drill-and-practice line; and Papert's LOGO at MIT as the discovery line — a shift from the I of CAI to the L of CAL. Negroponte and Bolt's Media Room gives the human-interface model, flight simulators the bodily case: one can crash repeatedly, where in life it happens once and can be taught to nobody. He proposes an インテリジェント・エンバイラメント, intelligent environment, grown alongside the school system rather than inside it; the last pages break off into notes, among them a "mayonnaise plan" whose moral is that a sauce once separated can never be beaten back together. Two files are held here: the download above is the transcription keyed by Maekawa's laboratory, with its own CC cover sheet (70 pp.); attached alongside it is the scan of the manuscript (60 pp.), at https://auzflodykqpwhwkadtpq.supabase.co/storage/v1/object/public/library-files/hayama-human-resource/scan-2.pdf. Noted: Sections 3・5 (Smalltalk, LISA), 3・6 (the World Centre, human resources of disabled people) and 3・7 (Japanese examples) exist only as headings with a line or two of notes; sections 6・2 to 6・4 trail off into fragmentary notes and the text ends mid-plan. Section 6 has a 6・2, 6・3 and 6・4 but no 6・1; this is as typed. Photographs, figures and an illustration are referred to in the text (写真, 図, 挿絵) but are not reproduced in either file. Identification of 「H・R・リュッケルト」, given only as a professor at Munich, is uncertain, as is the spelling Rückert. 「L・M・プルースト」 is given with initials that do not match Marcel Proust; 「シャン・ピアジェ」 appears once for ジャン・ピアジェ. Akutagawa's character Kandata is spelt both カンダタ and ガンダク in the transcription. The second file (9892_cp000568_001.pdf, 60 pp.) is an image-only scan of the same typescript with no text layer; I checked its closing pages against the transcription, which matched, including the unfinished ending.
