Published by the 端山貢明アーカイブプロジェクト (Hayama Kōmei Archive Project), directed by 前川道博 (Michihiro Maekawa) of Nagano University, on the D-Commons platform, and licensed CC BY (表示). The source documents come from the 端山文庫, the papers kept in Hayama's laboratory at Tohoku University of Art and Design, digitised by the project with the agreement of his family; his autograph scores were given to the University History Archives of the Tokyo University of the Arts in 2026. Dated: Volume dated 31 March 2005 (平成17年3月31日発行).. The project — an electronic arts information library built with digital-archive technology — sits inside the aim Hayama had pursued since the early 1970s: generating 知性媒質 ("intelligence medium"), a support-function space externalised to face human intellectual activity and wrap both individual and system, which he calls humanity's second cerebral neocortex. As water is the medium for waves and air for sound, the intelligence medium is what lets intellectual activity happen when the need arises; computers and networks since the 1940s are opening it. Its design requirement is universal design, defined far more strictly than "easy for everyone to use": a system answering at once the individuality the genome writes into each person, the sameness it writes into the species, and every difference produced by obstacles met in a life. It must give 補障 (recompense where function is deficient) and 発達 (development where new function is needed), which requires 非決定性 (non-determinacy): free selection, unfixed self-organisation, high non-exclusive responsiveness. He turns this on the university, demanding that progression by age step (年齢ステップ進捗) give way to progression by individual step of understanding (個別理解ステップ進捗). Part 3 sketches the target: a 全 Generation University — "generation" in both senses, age cohort and origination — entered by interest rather than by age, region, sex, occupation, origin, race, culture or disability, and used lifelong as a base of knowledge between spells of social activity. Within it the library is not a database but a free-structuring engine: floating information units gain hierarchical context as the access side assembles them, the hippocampus being his model for how structure-finding becomes intuition, and output is free to take any form — chronology, film, dictionary, kamishibai, novel, web content, music. The close calls for 網際化 (inter-network-isation, coined like international and interdisciplinary) and distributed development. Contents as the document gives them: 1. (Generating the intelligence medium, a medium supporting the self-realisation of the biological human as a cultural person) · 1.1 知性媒質 (The intelligence medium) · 1.2 知性媒質のユニヴァーサル・デザイン その要件 非決定性 (Universal design of the intelligence medium; its requirement, non-determinacy) · 2. (The university to come and the electronic arts information library; its expected social function and meaning) · 2.1 大学のユニヴァーサル・デザイン これからの大学における現代の特性の体現 (The contact function of the genes of knowledge; culture as a genetic system) · 2.3 自己実現プロセスとしての自然な学習プロセス 権利としての自己実現 (Natural learning as a process of self-realisation; self-realisation as a right) · 2.4 全ジェネレーション(世代、発生)対応の学習機能空間 非排除の原理 (A learning-function space for all generations; the principle of non-exclusion) · 3. (One target image of the library in the All-Generation University) · 3.1 全 Generation University における「電子芸術情報図書館」 自由な構造化機能/直感的なシステム (Free structuring; an intuitive system) · 3.2 自由な出力表現 (Free output expression) · 3.3 Education 自ら引き出すこと (Education: drawing out of oneself) · 4. (The de-specialisation of advanced technology) · 4.2 アクセス側の主体性 非決定的対応の具体形 (Access-side initiative; concrete forms of non-deterministic response) · 4.3 この流れの中で 研究プロジェクトのこれから — 網際化/網際の解放性と安全のための配慮 (Inter-network-isation; openness and safety) · 4.4 周知 (Making it known). (Marshall McLuhan), cited for media as "the extension of human capability", Shannon (Claude Shannon), cited for information theory, 1948, Wiener (Norbert Wiener), cited for cybernetics, 1947. Two files are held here: the download above is the text version (10 pp.); attached alongside it is the scan of the printed report (14 pp.), at https://auzflodykqpwhwkadtpq.supabase.co/storage/v1/object/public/library-files/hayama-electronic-arts-information-library/scan-2.pdf. Noted: The transcription gives humanity's population as 63億 in most places but 36億 once (in 2.1); the latter looks like a transposition error. I have read these as intended. The second file for this item (9885_cp000566_002.pdf) is an image-only scan of the printed volume with no text layer; I checked its title page, the chapter opening and the colophon against the transcription, which matched. The keyword アクセス側の主体性, the agency of the access side, recurs through this chapter. Hayama first set it out in the short music essay 「休止符と緊迫感」 (Rests and the Sense of Tension, 1983), also in this library, where he derives it from John Cage's 4'33".
